Most countries of Western Europe have removed the Capital Punishment in their criminal codes.
For humanity reasons it means a lot, but that's not a solution for serious crimes AGAINST humanity...
Better would be the "points-punishment" rule, separated rules for adults and adolescents, like bonus-malus gradations for insurance-consumers.
The lightest punishment is of course the cordial agreement between the offender(s) and the victim(s)
Next in line will be voluntarily-work in service of the community. There will be always work involved with,
because our social system is pampering our society, so they will be lazy. In short: to set one in prison for
'small' crimes is not a solution. It will only aggravate the financial ressources of the community/government.
Serious crimes will be punished with pain-gradations and re-education of morality, because mostly they will be "once a criminal, always a crimal"-attituded.
The problem of returns of criminal intents is mainly the acceptation/respect of them in the community, so they must re-integrate with help from the government and find decent jobs for them, like normal job-seekers, but with seperated systems (hopefully not in the mafia-world) and slowly go into the society (again with levels) .
For heavy crimes against humanity like terrorists, murderers against children, and serial murderers, there will be no mercy: capital punishment
But to live in a peacefull world , you've to start it all in the education in childhood.
